Workforce First recommended that Minnesota's economic development policy should focus on workforce quality, rather than incentives to influence business locations and expansions. Because our educational outcomes are more unequal than most states, the main strategy should be to overcome barriers that keep lower-income people from continuing their education and gaining more work-related skills.
